GENERAL ALERT 1. In relation with the latest development of the security situation in Acheh, whereby the Indonesian colonialist government has totally and arrogantly rejected the voice of the people of Acheh to proceed with the peaceful solution of the conflict, the TNA declares hereby that the situation in the Nation of Acheh today is entering the Second Colonial War (the First being that of 1873.) 2. The supreme leadership of the TNA has ordered the entire levels of TNA forces to fill in defensive positions as prepared, cancel all leaves of the soldiers and order all members of all units, core as well as auxiliaries and reserved, to return from leaves and report to their bases. 3. The TNA calls on all the people of Acheh to follow always the safety guidelines that will be issued periodically by the Military Information Centre. 4. Meanwhile, the TNA is still in the wait and see mode on what the Indonesian colonialist government next move will be after the deadline of its ultimatum passes on May 12. 5. FOR THE SAKE OF PUBLIC SAFETY. When the Indonesian Colonialist Government does launch the Second Colonial War against Acheh [as it has announced to be effective after the deadline of its ultimatum on May 12], in order to prevent casualties among the civilians, the TNA wishes issue the following measures that the concerned should adhere to: a. All public offices/facilities, including all those belonging to the Colonial Government, or to others, MUST BE CLOSED, excepting those belonging to the following:
i. the hospitals, On the last point (vi), we call on all parties to protect the free press, and not prevent the activities of the members of the free press, and not coerce the media to accept or publish one-sided reports. Other than those exempted in the list above, all are urged to ADHERE strictly to this call. The safety of the lives of Achehnese and their properties is paramount for us. b. All vital projects in Acheh that before this has been turned into the TNI aggression bases such as the PT. KKA (pulp mill), PT. Arun (Indonesian gas co), and PT. Exxon Mobil (Indonesian subsidiary of ExxonMobil Co) should stop their activities in order to assure the safety its con-combatant employess, and to empty their fuel and dangerous chemical tanks within 24 hours after the Colonial Government declares the start of the Second Colonial War (or what they call "military operation" or "integrated operation"). c. Civilians are urged to avoid being near to any Indonesian colonial military offices, posts and vehicles, in order not to become victims of brutal retaliations by the colonial militer/police after clashing with the TNA. Data and experiences have clearly shown that the colonial military/police (TNI/Polri) have always been inflicting their revenges on the Achehnese civilians whenever the TNA attacked them. d. For all users of personal vehicles, that for one emergency reason or another, have to go out, they must lower their windows at all time and turn on interior lights at night. e. We urge all concerned to adhere to these instructions and guidelines which have been made specifically for their own safety. Those who fail to respect them means ignoring their own safety, and if anything undesirable should happen to them, they will have only themselves to blame. f. We call on the ICRC to revive and increase its role in Acheh that has become dormant for quite sometime. The ICRC has been present for quite a long time in Acheh, but its activities that could be felt directly by the Achehnese have been none, practically. In the times of war, its role in the protection of the non-combatant civilians and "personnel hors de combat" must be reactivated and increased. Central Military Command, TNA Spokesman,
