In consideration of: 1. The safety and effeciency of the EU assessment team during their mission in Acheh on 28 June up to 1 July 2005, to conduct ground survey for the establishment of monitoring-team bases or posts in Acheh as jointly agreed during the 4th round of Helsinki talks between the Government of Indonesia (RI) and the Free Acheh Movement (GAM). 2. The continuous beefing-up of troops in Acheh by RI and the intensifying provocative actions by the TNI and POLRI against the Achehnese people by the day. 3. The intensifying of demonstration throughout Acheh by the Achehnese villagers forced by the TNI/POLRI against the visit of EU monitoring mission to Acheh and the continuous peace talks in Helsinki. 4. The mysterious shooting incident against foreigners as that happened in Lamno on June 22, in which the TNI blamed GAM for the incident. 5. Fresh armed clash today at 0730 hours in a remote village, Balee Kuyuen-Darul Aman (16 km inland), Peusangan, District of Bireuen, in which a number of TNI personnel have been shot, was initiated by TNI's offensive against TNA position in the jungle. We, herewith, would like to deny the AFP's report quoting TNI in which it is said the TNA initiated the attack. The TNA High Command hereby call all members of TNA and GAM to observe strict discipline against all provocative actions instigated by the TNI/POLRI, in their effort to create incident in order to sabotage all effort in ending the bloody conflict in Acheh peacefully and blame GAM for any incident that took place as the result.
